On October 19, 2011, the team comprised of the Missouri State Patrol and Computer Projects of Illinois (CPI) was awarded the 2011 Governor's Award for Quality and Productivity for the team's efficiency/process improvement contributions within state government.

The award recognition ceremony was held on Wednesday, October 19, 2011 in the Missouri State Capitol Rotunda. The MACHS Implementation Team's efforts to improving quality and productivity within Missouri state government are of exceptional value and Governor Nixon recognized and honored the team's contributions.

Background:

On February 7th, 2011 the Missouri State Highway Patrol (MSHP) launched the Missouri Automated Criminal History Site (MACHS). Working in partnership with MSHP, Computer Projects of Illinois, Inc. designed, developed and implemented the web application and supporting database to serve the needs of distinct consumer groups; the general public, state and local agencies as well as commercial accounts.

In the MSHP press release, Colonel Ron Replogle, MSHP Superintendent, commented that “this is another example of the Patrol using technology to more efficiently and conveniently serve the public.” The press release also goes on to add, “Previously, record check requests that were mailed to MSHP took two to four weeks to process… now the requests are being processed in a matter of seconds.”

The secure web application provides a real-time alternative to a labor, paper and postage intensive operation. The site provides a series of user friendly screens for accessing the search, payment, and results of criminal history record searches. Public accounts are pay-as-you go utilizing the state’s payment portal. Agency and commercial accounts can be billed monthly. An OpenFox™ Gateway / Message Switch brokers transactions between the web application and database servers through the legacy Missouri MULES Message Switch, and Computerized Criminal History database. The functionality is hosted on Microsoft Windows Server 2008, SQL Server 2008 Relational Database, and Apache web server and application server technology.

Since opening for business on February 7th there have been hundreds of user accounts, both agency and public types, created and as of October 31, 2011 285,489 searches have been submitted and processed. User reaction, feedback and performance of the functionality has been consistent and excellent.

New Hampshire J-ONE Integration and Justice Information Sharing Achieves another Milestone

 

On July 1, 2011 J-One, a Criminal Justice Integration and Information Sharing project for the New Hampshire Department of Public Safety, began electronic transfer of Department of Motor Vehicle (DMV) citations to the New Hampshire court case management system for judicial processing and disposition. Computer Projects of Illinois, Inc. (CPI) has been working together with the New Hampshire DPS to design, implement, and support electronic transfer of DMV citations.

The project leverages capabilities available in the CPI OpenFox™ Message Switch Enterprise Information Broker that provides transport management, data transformations, database functionality, delivery management and routing control. The citation data from DMV is accepted, edited, transformed into XML for delivery and processing by the Court system. The OpenFox™ system utilizes a web service for exchange and the delivery of data to the states court system.

According to Keith H. Lohmann, Office of the Commissioner, New Hampshire Department of Safety; “The successful, on-time delivery of the application has already shown an anecdotal improvement in data quality and a demonstrably reduced data entry workload for the courts. CPI is not our vendor -- it is our strategic partner in making J-One a reality.”

Background:

J-One is a Criminal Justice Integration and Information Sharing project for the New Hampshire Department of Public Safety. Overall, the project will substantially improve criminal justice practitioners’ ability to track a particular offender from arrest, citation, or summons through completion of all requirements of a resulting sentence.

Computer Projects of Illinois (CPI) has entered into a contract to provide the State of New Hampshire Integrated Justice Services to the states law enforcement agencies, courts, corrections and criminal justice agencies as part of the New Hampshire J-ONE (Justice - One Network Environment) integrated justice project.

J-ONE will leverage the existing State Police On-Line Telecommunications System (SPOTS) infrastructure which includes the OpenFox™ Message Switch Enterprise Information Broker, Messenger Workstation Software, Hotfile Application and Utility, and Criminal History Records Application along with the state’s high speed telecommunication network.

These combined elements will be used to allow for the electronic exchange and dissemination of arrests, bench warrants, criminal dispositions, and inmate releases to and from dispirit criminal justice systems. Utilizing web services, where, appropriate, CPI provided OpenFox™ Message Switch Enterprise Information Broker will make use of national standards and justice exchanges using the Global Justice XML Data Model (Global JXDM) and National Information Exchange Model (NIEM) as the preferred method. However, some legacy exchanges will be supported as well depending up[on the capability of the communicating partner.

Missouri State Highway Patrol (MSHP) becomes 27th State to Deploy the OpenFox™ Message Switch Information Broker

 

Computer Projects of Illinois, Inc. (CPI), a leader in information-sharing software systems for the law enforcement and criminal justice community, is pleased to announce that on March 29, the Missouri State Highway Patrol (MSHP) became the 27th state to deploy the OpenFox™ Message Switch Information Broker as a principle component of their statewide law enforcement and criminal justice information framework. The success of this project can be attributed to a close working relationship with MSHP, CPI’s understanding of the complexities of criminal justice information systems, and CPI’s experience in delivering solutions that incorporate the technology of today to meet the needs of the client tomorrow.

The Missouri Criminal Justice Modernization Project involves the replacement of multiple legacy systems. Working with MSHP, CPI developed a phased implementation approach to incrementally replace information systems. Phase I integrated CPI’s OpenFox™ Message Switch Information Broker into the MSHP production environment as a transaction broker between the legacy Missouri Uniform Law Enforcement System and MSHP’s new Computer Aided Dispatch (CAD) and Mobile In-Car computer systems.

Replacing the legacy desktop 3270 terminals, commonly referred to as ‘green screens,’ will begin in July 2011 with the installation of the OpenFox™ Messenger Desktop Client. In preparation for statewide deployment, several pilot agencies have installed the OpenFox™ Messenger Desktop Client, used for accessing law enforcement and criminal justice information.

Over the next few months, the National Crime Information Center and the National Law Enforcement Telecommunication System interfaces will transition to the OpenFox™ Message Switch, as will the interfaces to Missouri state agency databases such as the Department of Corrections, Department of Revenue and local agency Computer Aided Dispatch and Record Management systems. During this latter phase, CPI and MSHP will deploy SQL databases for the replacement of the legacy DB2 MSHP Hot Files (Wanted/Missing Persons, Stolen Vehicles and Stolen Articles), as well as the current Criminal History databases. The system is operating in a Microsoft Windows 2008 Enterprise Server environment using Microsoft SQL Server.

OpenFox™ Messenger Enhancement For Severe Weather Notifications

CPI has just developed an enhancement to OpenFox™ Messenger that will notify users when severe weather announcements are delivered to their terminals. This enhancement was built at the request of the state of Arkansas. The enhancement currently supports messages from the National Weather Service delivered to the message switch via Nlets.

The enhancement will require customized changes to your Messenger system.

Messenger will classify the message as a severe weather message if the following conditions are all true:

1) The message's source is NLETS

2) The message's MKE is AM

3) The message's text contains the line "NATIONAL WEATHER SERVICE"

4) The message's text contains any of the following words "WARNING", "SEVERE", "TORNADO", "WATCH", "URGENT", or "HAZARDOUS"

If these conditions are met, Messenger will color the message in purple, use a special icon for the message, and will play a "tornado siren" style sound.
