Idaho State Police Implements the
OpenFox™ Criminal History Application
Computer Projects of Illinois, Inc. (CPI), a leader in information-sharing software systems for the law enforcement and criminal justice community, is pleased to announce that on April 3rd 2013, the Bureau of Criminal Identification of the Idaho State Police successfully deployed the OpenFox™ Criminal History Application (CHA).
This project consisted of two large components; the replacement of a stand-alone Criminal History System as well as the replacement of the AWACI (Automated WIN and CCH Interface). Idaho is a member of WIN (Western States Identification Network) and the AWACI system was a store and forward message processing system that connected the CCH system to AFIS and IAFIS. The replacement for AWACI was added onto the project when it became evident that the OpenFox™ CHA had most of the required functionality.
The OpenFox™ CHA is a full cycle criminal history records application including the functionality required to support the collection, storage, management, and dissemination of criminal history information. The CHA criminal records management is organized around a centralized repository that manages all of the personal identification data, arrest information, prosecutor data, disposition information, custody and commitment information necessary to maintaining and managing a criminal history. For this project the OpenFox™ CHA is implemented in Oracle and the data was converted from the previous Oracle database. The requirements for the user and administrator functions was provided by the OpenFox™ CHA client software which is a module in the OpenFox™ Desktop product suite and inherits all of its operating characteristics such as single sign-on and FIPS 140-2 compliant encryption.
The project was a tremendous success which is borne out by our customer Dawn Peck the Manager of the Bureau of Criminal Identification for the Idaho State Police who said:
"I want to thank you all of you for your hard work, dedication and assistance during this cut over. I think it went extremely well … having George and Louis (George Wang and Louis Filipow, Senior Database and GUI developers) right here to work on issues as they came up was extremely helpful to us. Our team was wonderful in how they dug in and worked the system, they articulated the issues well and collectively we found the solutions. …. We are excited about having it (the CHA System) in place."

(CPI), a leader in information-sharing software systems for the law enforcement and criminal justice community, is pleased to announce that on February 12th 2013, the Missouri State Highway Patrol (MSHP) successfully deployed the OpenFox™ Criminal History Application (CHA).
The OpenFox™ CHA is a full cycle criminal history records application that includes standard functionality required to support the collection, storage, management, and dissemination of criminal history information. The CHA criminal records management is organized around a centralized repository that manages all of the personal identification data, arrest information, prosecutor data, disposition information, custody and commitment information necessary to maintaining and managing a criminal history.
The implementation of the OpenFox™ CHA is another phase of a multi-faceted multi phased project. The implementation of the OpenFox™ CHA is only one component of the Missouri Criminal Justice Modernization Project (MCJMP). The MCJMP project consisted of five (5) major components; the Criminal History (CCH) system, the Computer Aided Dispatch (CAD) system, the Records Management system (RMS), the Mobile Data Terminal (MDT) system and the State Message Switching system. CPI was awarded, by competitive bid, two (2) of these major components; the replacement of the Criminal History System and the replacement of the State Message Switch (MULES 3).
CPI utilized its standard OpenFox™ Message Switching System and its OpenFox™ Criminal History Application in order to meet the requirements of these major components as detailed by MSHP. After the initial meetings with MSHP and representatives of all companies involved in MCJMP it became clear that the highest priority components were the CAD and MDT solutions. It also became clear that these components could be implemented in a shorter time frame than the Message Switching System. In addition, the CAD and MDT solution providers did not want to first interface to MULES 3 and then later interface to the OpenFox™ Message Switching system (MULES 4). In order to allow these vendors to only interface to one message switching system a decision was made to first implement the message switch as a Gateway into MULES 3 and then later upgrade it to full message switching capability.
The entire CPI project is as detailed below:
o CAD and Mobile Device Solutions – Both of these components were placed on-line in March 2011. The OpenFox™ Gateway interfaced with the MSHP CAD and Mobile systems while also interfacing with the existing MULES 3 system.
o OpenFox™ Archive Retrieval V2 – This component was placed into production in February 2011. The Archive Retrieval database is implemented in SQL Server 2008 and provides the storage, management, search and reporting capabilities for all message traffic that passes through the Gateway / Message Switch.
o MACHS – The Missouri Automated Criminal History Site was successfully deployed in February 2011. Working in partnership with MSHP, CPI designed, developed and implemented an automated web application and supporting database to provide a name based criminal history background check. The application serves the needs of following distinct consumer groups; the general public, state and local agencies as well as commercial accounts. This implementation was awarded the 2011 Governor’s Award for Quality and Productivity. The application as developed for MSHP became the basis for the formation of the OpenFox™ iRAP (Internet Record Access Portal). o OpenFox™ Desktop – This component was placed into production in February 2011. Desktop communicates with the OpenFox™ Gateway / Message Switch utilizing the FoxTalk protocol supporting FIPS 140-2 compliance as well as OFML (XML) message structures for all message exchange. Desktop provides a single sign-on environment for all related client software as follows:
At this time CPI is working on the Sex Offender Registry phase of the project as well as some enhancements that have been placed on hold since the project began. Once these components have been placed into production, MSHP will have implemented almost all of CPI’s commercially available software for the MSHP system.
The success of this project required a close working relationship between MSHP and CPI. MSHP managed the entire project and was responsible for the hardware environment as well as the software requirements, technical direction, configuration, and final testing. CPI provided project management as well as the application software design and development, configuration, testing and support. The number of interfaces and complex message flow made this project one of the most challenging that CPI has accomplished.

Colorado Bureau of Investigation Realizes Benefits of User Acceptance Testing
Colorado Bureau of Investigation (CBI) had contracted with CPI in developing and implementing a new Web Service connecting the states Morpho AFIS and the OpenFox™ Criminal History Records Application. As part of CBI extensive user acceptance testing, CBI chose to run Cold Case latent fingerprints against the OpenFox™ Criminal History Records. In just a few days of testing, CBI has found matches on 8 burglaries and one 1990 homicide. Not only are they assuring the system works, they are getting valuable help in solving Cold Cases.

NCIC SYSTEM CHANGE
The Federal Bureau of Investigation, Criminal Justice Information Services (CJIS) Division can no longer support providing National Crime Information Center (NCIC) data on cartridge tape. Currently, the CJIS Division has one remaining tape drive and cannot replace it upon failure.
As of April 25, 2013, NCIC will reject any File Transfer (FT) transaction that contains a code T (put on tape and mail) in the User Decision Code (UDC) Field. The reject response will read REJECT — FIELD ERROR UDC. A Technical and Operational Update regarding this change is forthcoming The FT transaction is for retrieving files created by NCIC in response to online inquiries. NCIC will continue to accept the codes S (send electronically), P (print and mail), and D (delete) in the UDC Field. The code S is only valid when the file is less than 32,000 bytes. In addition, the CJIS System Agency can retrieve the file electronically via File Transfer Protocol (FTP).
