The core function of tracking criminal history is the first line of defense for public and officer safety. The unencumbered flow of information among a host of stakeholders, including all OpenFox™ users, is critical. OpenFox™ Criminal History Records Application is an easy-to-use tool that provides complete integration with other records for full-cycle tracking and reporting of criminal history. It allows information sharing with external systems such as AFIS, Administrative Offices of the Courts, States Attorneys, and Departments of Corrections. This application also allows states to support national data formats such as the National Crime Information Center’s (NCIC) Interstate Identification Index.

Manage Criminal History Records Efficiently

The central function and purpose of the Criminal History Application is management of criminal history information. The Criminal History Application is organized around a central repository that manages all the personal and identification data as well as the creation, maintenance and dissemination of criminal history information including Arrest Events, Prosecutor Data, Dispositions, and Custody Data.

The design easily supports other types of applications frequently associated with the criminal history application such as Firearm Permits, Protection Order Processing and Sex Offender Registry Data.

Technical Information

A Relational Database Management System such as Oracle or MS Sequel Server is used to manage the application data. General Capabilities

• Interfaces with the Administrative Office of the Courts [AOC] to obtain Disposition Data.

• Interfaces with the Department of Corrections for population information related to intake, criminal activity and release for inclusion in a person’s history.

• NCIC Interstate Identification Index (Triple I) and National Fingerprint File (NFF) functionality support.

• Machine-Readable Disposition [MRD] support. The MRD is customized and tailored to the customer’s requirements to manage and enhance the activity with NCIC. Dispositions can also be forwarded to NCIC using the DSP transaction support.

• The Criminal History Application provides client workstation capability as well as support for message switch transactions, batch and offline tasks, and reporting capabilities for use in the centralized Criminal History Application task management and execution.

There is a single, unique master person-definition entry that maintains the personal demographic data for an individual. Important information dissemination and distribution features and functionality in the Criminal History Application includes support for exchange of transactions with NLETS, NCIC, and field user functions, typically through the state message switch.

The business and data management processes are implemented as robust stored procedures. The Criminal History Application client interface is implemented as an OpenFox™ Desktop application to provide an attractive, easy-to-use, and efficient interface for the user while meeting NCIC and State Security Policies.

The Criminal History Application includes transactions that provide DB Object Creation and Maintenance, entry, maintenance and tracking of demographic data, Arrest Incident Data, Charges, Dispositions and Expunge management as well as other Criminal History Application data elements.

Interstate Identification Index [III] and National Fingerprint File [NFF] Compliance

The III transactions such as CHR, PIR, NPR, MSO, SSO and others are managed and processed including any required database updates.

Standard RAP Sheet

The GJXDM standard RAP Sheet is generated when responding to a dissemination request. If the response is destined to the Nlets system it will be delivered in GJXDM or to another form of XML if the destination is XML capable. However, if the response is destined to a device that does not support XML formats, the message will be converted to presentation format through the use of Style Sheet processing.

Digital Mugshot Capability

The storage, retrieval, and display mechanisms are based on those employed and are compatible with the NCIC 2000 image management capabilities.

Automated Fingerprint Identification System [AFIS] Interface

The Criminal History Application supports an automated interface to an AFIS system. Many methods of communication are available for this interface, such as: Web services, database table to database table, legacy text or utilizing NIST formatted transactions including electronic fingerprint card data submission to the Criminal History Application, as well as database searches to return demographic data to the AFIS.

Public Access to Computerized Criminal Histories [CCH] Information

An interface or Web service can be implemented that manages requests from an Internet accessible server to deliver limited criminal history information to public requests, or the system can provide a periodic unload and transfer of specified information from the Criminal History database to a public access Web server.
