Clarity on Upcoming NCIC N3G


The NCIC upgrade project, known as “N3G,” has mandated that CJIS System Agencies (CSAs) and direct interface agencies will need to transition from a Socket connection to a Web Service interface in order for users to take advantage of other N3G features and enhancements. CSAs and direct interface agencies will also need to transition from the old dot-delimited data format to the eXtensible Markup Language (XML) data format using the National Information Exchange Model (NIEM) standard.  FBI CJIS has established September 30, 2022, as the deadline for conversion to NIEM XML.

It’s important to understand that N3G only applies to the upgrade and modernization of the NCIC system and that NCIC, NICS, and III are each separate systems under the FBI CJIS umbrella: 

  1. National Crime Information Center (NCIC)
  2. The National Instant Criminal Background Check System (NICS) and 
  3. The Interstate Identification Index (III)

Each of these systems has sent specific specifications at different times, but are all mandating September 30, 2022, as the deadline for conversion. As CPI customers begin the process of transitioning these systems to Web Services and NIEM XML, customers should understand that these are similar, but separate projects.  So transitioning NCIC to NIEM XML will not include NICS or III systems, or any combination therein.  

CPI is conducting an N3G conversion pilot project with a CSA to determine the level of effort needed to convert a system from legacy NCIC (dot-delimited) to NCIC N3G (NIEM). The findings from this project will result in a Statement of Work (SOW) detailing the project approach, CPI and client responsibilities, timeframes, and the price. Similar SOWs for NICS and III may follow soon thereafter. 

Remember, CSAs and direct interface agencies will not be able to take advantage of N3G enhancements until they have converted to Web Services and NIEM XML. With the September 30, 2022 date approaching, it is important that CPI customers contract for and schedule their conversion(s) with CPI as soon as possible.  Each conversion will be scheduled according to prerequisite project status, customer priorities, and the order in which conversion requests are received by CPI.
