OpenFox® Criminal History Records Application is an easy-to-use tool that provides complete integration with other records for full-cycle tracking and reporting of criminal history. It allows information sharing with external systems such as MBIS, Administrative Offices of the Courts, States Attorneys, and Departments of Corrections. This application also allows states to support national data formats such as the National Crime Information Center’s (NCIC) Interstate Identification Index.
The Criminal History Application is organized around a central repository that manages all the personal and identification data as well as the creation, maintenance, and dissemination of criminal history information including Arrest Events, Prosecutor Data, Dispositions, and Custody Data. The Criminal History Application provides an attractive, easy-to-use, and efficient interface for the user while meeting NCIC and State Security Policies. There is a single, unique master person-definition entry that maintains the personal demographic data for an individual. Dissemination and distribution feature support for transaction exchanges between NLETS, NCIC, and field user functions. The business and data management processes are implemented as robust stored procedures. The CHA also includes transactions that provide DB Object Creation and Maintenance, entry, maintenance & tracking of demographic data, Arrest Incident Data, Charges, Dispositions and Expunge management.
Interstate Identification Index [III] and National Fingerprint File [NFF] Compliance The III transactions such as CHR, PIR, NPR, MSO, SSO, and others are managed and processed including any required database updates. Standard RAP Sheet The GJXDM standard RAP Sheet is generated when responding to a dissemination request. If the response is destined to the Nlets system it will be delivered in GJXDM or another form of XML to XML capable destinations. In other cases, the message will be converted to presentation format utilizing Style Sheet processing. Digital Mugshot Capability The storage, retrieval, and display mechanisms are based on those employed and are compatible with the NCIC 2000 image management capabilities.
AFIS/ MBIS Interface The Criminal History Application supports an automated interface to an AFIS/MBIS system connecting by methods such as web services, database table to database table, legacy text, or utilizing NIST formatted transactions, which includes electronic fingerprint card data submission to the Criminal History Application. Database searches also return demographic data to the AFIS. Public Access to Computerized Criminal Histories [CCH] Information An interface or Web service can be implemented that manages requests from an Internet-accessible server to deliver limited criminal history information to public requests.
