CPI Upgrades Vermont DPS DMV Interface Utilizing NIEM-Compliant Web Service

Computer Projects of Illinois, Inc. (CPI) modernized the Department of Motor Vehicles’ interface with the OpenFox® Message Switch for the Vermont Department of Public Safety. CPI replaced the legacy text interface with a Web Service interface. This new interface utilizes Extensible Markup Language (XML), which is standardized in conjunction with the Nlets National Information Exchange Model (NIEM).

The most recent project involved converting and migrating Nlets and in-state “Driver” Message Keys to a NIEM-based web service.

CPI updated the OpenFox Message Switch and Message Key (MKE) configurations:

  • Routed each MKE to the DMV file
  • Applied output/input stylesheets to MKEs.
  • Used presentation stylesheets for Nlets Driver MKEs.
  • Configured state-specific Driver MKEs to use customer-provided NIEM XML presentation stylesheets.
  • Transitioned message keys to fully tagged XML payloads in compliance with VLETS XML format.

CPI analyzed and documented the current message flow and derivative spawning rules for in-scope keys. Spawning rules were updated. 

CPI configured the OpenFox Message Switch to:  

  • Apply default Nlets presentation stylesheets for in-state Nlets driver responses.
  • Forward out-of-state DMV responses to Nlets unmodified.
  • Transform driver queries into fully-tagged NIEM format for DMV delivery.

 CPI modified Nlets XML stylesheets to use customer-provided stylesheets for state-specific MKEs.

CPI provided consultative support for customer development of XSLT 1.0-compliant custom stylesheets. They modified Nlets XML stylesheets to integrate customer-provided presentation stylesheets for state-specific MKEs.

Lastly, CPI performed integration testing of its components and software.
